My cipher telegram of December 31st, I do not propose that the facilities of the port should be offered to any agency of the Texas Oil Company to which Sanders Rehders are a party but I have no objection to Reiss and Company paying a return of commission to Sanders provided that Sanders Rehders and Company are elimin- ated from the agreement with the Texas Oil Company. Port facilities include use of telegraph cables. I suggest communication with Reiss Brothers at their London house.
